REACH (Reg (CE) 1907/2006) is the european regulation that deals with Registration, Evaluation and Authorization (and restriction) of Chemicals. REACH makes industry responsible for assessing and managing the risks posed by chemicals, and providing appropriate safety information to their users. Manufacturers and importers of substances have a general obligation to submit a registration Dossier to the European Chemicals Agency (ECHA) for each substance manufactured or imported in quantities of 1 tonne or more per year per company, regardless whether the substance is classified as hazardous or not. The regulation defines three key deadlines: december 2010 for substances produced above 1000 MT/Yr, may 2013 above 100 MT/Yr, may 2018 above 1 MT/Yr.
Some families of products are however exempt from registration:
- substances listed in annex IV (considered to cause minimum risk due to their intrinsic properties)
- substances listed in annex V (registration is deemed unnecessary since the exemption does not prejudice the objectives of the regulation)
Annex V explicitly comprises "Vegetable fats, vegetable oils, vegetable waxes; animal fats, animal oils, animal waxes; fatty acids from C6 to C24 and their potassium, sodium, calcium and magnesium salts; glycerol."
Vegetable oils produced and refined by A&A Fratelli Parodi Spa are covered by this exemption (annex V.9).
The Esters (synthetic vegetable-based products for industrial use) require instead a registration, and have all been pre-registered in agreement with the REACH procedure.
To comply with the registration obligations, A&A Fratelli Parodi Spa entered the FEUC (Fatty Esters Umbrella Consortium), consortium of the most relevant euorpean fatty esters producers. FEUC has the aim of sharing the data and the efforts to build the registration dossiers.
A purposely trained team is working on reach-related issues at A&A Fratelli Parodi Spa: the highest tonnage band substances have been registered in december 2010 and june 2013, while continued work is being conducted, along with FEUC members, for the next coming 2018 deadline.
